Public domain content includes the books whose copyright has expired and that means anyone can use thew content in whatever way they want.

This is paying for content. You pay somebody to write for yoiu and then you use that content as your own. You can bid the job out on sites like elance.com.
To avoid conflicts you muststate in the agreement a clause abou product rights.
Private Label Rights
Private lable rights content is created by somebody and sold with private label rights. If you buy a private label rights products you get the rights to use it as your own, as if you are the author.
The problem with PLR content is the poor quality. So you must choose the contnet carefully.
