It makes the rules and people follow. If your site shows in top sites in Google for a particular keyword, that means a good traffic for your website.
Therefore every marketer tries to achieve top positions in Google search. Some use good methods while other try to get there by not so acceptable methods. Google is constantly changing its algorithm to catch latter and when such sites are caught, they are just dropped from their index.
Good unique content and backlinks to your site is the basic that Google follows to rank your site. Both quantity and quality matters in eyes of Google but quantity without quality will not count much.

Google also uses a PageRank which is a Google patented algorithm for determining relevance and ranking of pages in the search results. Location and frequency of the search term on your web page are no doubt factors in ranking; however, off-the-page factors such as link analysis are more important.
